留学生の就職に関する現状と課題

北陸新幹線の開業効果が継続する北陸・信州地域で、企業の求人充足率は低下傾向で深刻な人手不足が続いており,事業強化を目指して外国人労働者を求める動きが拡大しています。北陸・信州4県の外国人就業者数は,3万6千名(平成28年10月末現在)で全労働人口の約1.5%を占めていますが,従業上の地位は総じて低く,大学・大学院卒の高度職業人材の採用は停滞しています。

その原因・課題は,留学生の複雑なビジネスシーンに対する処理能力や職場での円滑な人間関係に必要な日本語能力の不足,企業の文化・習慣の相違などが挙げられます。

また,留学生に対して北陸・信州の地域企業の魅力が十分に伝わっていないことに加えて,地域の外国人受入体制が大都市圏ほど整っていないことも定着を妨げる一因となっており,留学生就職促進に係る地域的課題でもあります。

Obstacles to employing foreign students

In the Hokuriku-Shinshu region, which is experiencing the “opening effects” of the Hokuriku Shinkansen line, the ratio of placements to vacancies in the public sector is in decline amid the continued labor shortage, and there is a growing movement to recruit foreign workers to strengthen companies’ work force. There are 36,000 foreign workers in the four prefectures of the Hokuriku-Shinshu region (as of the end of October 2016), representing about 1.5% of the total working population. However, their employment status is generally low; the recruitment of “highly skilled professionals” with undergraduate or graduate degrees has stagnated.
Foreign students’ inability to deal with complex business situations, their lack of the requisite proficiency in Japanese for harmonious workplace relationships, and differences in business culture and customs have been cited as causes and issues.
Apart from the fact that the appeal of working for companies in the Hokuriku-Shinshu region has not been sufficiently communicated to foreign students, the region’s system for accepting foreigners is not as robust as that of major metropolitan areas. This is another roadblock to, as well as a regional issue in, expanding the employment of foreign students.

このような課題の解決に向け、プログラム事業を推進することで高度な専門知識と技術を持ち,我が国の企業文化に溶け込んで地域に根付き,北陸・信州地域の産業活性化と我が国の成長の原動力となる高度職業人材育成と輩出を目指します。

また,国内企業,地元企業の魅力を外国人留学生に伝え,企業と留学生の相互の結び付きを深めるための取組みを進めることで事業目標の達成を目指します。

プログラムを通じて,北陸・信州地域の相互乗り入れによる大学のグローバル化・留学生就職支援の大学モデルを確立し,両大学の外国人留学生の国内企業,地元企業への就職を拡大することにより,多様な人材が我が国及び地域社会で活躍し,我が国及び地域社会の活力,産業競争力が維持されることにも貢献します。

Aim of the Foreign Student Employment Promotion Program

To solve problems such as these, Kanazawa University and Shinshu University have launched a program to produce highly skilled professionals with advanced expertise and skills, who can adapt to Japanese business culture, become rooted in the community, revitalize industry in the Hokuriku-Shinshu region, and be catalysts for Japan’s growth.
We will accomplish this goal by developing initiatives to communicate the appeal of domestic and local companies to foreign students and strengthen the mutual relationship between companies and foreign students.

The program will establish a university model for internationalization and foreign student placement support based on the Hokuriku-Shinshu region. By increasing the number of foreign students placed in domestic and local companies from both universities, the program will enable diverse talent to be active in Japan and the local communities. This approach, in turn, will contribute to maintaining the vitality and industrial competitiveness of Japan and of local communities.

実施体制

本事業の推進にあたっては,全体調整を行うプログラム統括推進会議を置くとともに,両大学において企画と実施を担うプログラム運営委員会を組織します。プログラム運営委員会には,ワーキング・グループを設置し,専門的な事項について検討を行います。さらに,産業界のニーズを的確に把握し,プログラムの構築・改善につなげるため,プログラム推進協議会を組織します。

また,外部有識者や海外展開,外国人受入れ実績が豊富な企業等関係者からなるプログラム評価委員会を置き,プログラムの改善に努めます。

System of implementation

To advance this project, we will establish a General Promotion Council to coordinate the entire program and a Program Operations Committee to handle the planning and implementation at both universities. The Program Operations Committee will set up Working Groups to examine specialized items. We will also organize Program Promotion Conferences to gain a solid grasp of the needs of the industry and subsequently build and improve the program.
In addition, we will set up a Program Assessment Committee, consisting of outside experts and business personnel with a solid track record of overseas development and onboarding of foreigners, to work toward improving the program.
